Under the Provision and Use of Work Equipment Regulations 1998 (PUWER). There is an Approved Code of Practice (ACOP) stating that a Rough Terrain Telescopic Handler is classified as a ‘Rider-operated Lift Truck’, which means that ALL operators, either employed or self-employed, must have training and certification by a qualified (competent person) Lift Truck

Heath & Safety
Under the Health & Safety at Work Act 1974
(HSWA), employers have a duty to provide information & training on work equipment, this is laid out in the
Provision and Use of Work Equipment Regulations 1998
(PUWER) as ‘Lift Truck Training’. This duty is enforced by the local Health & Safety Executive office. Also under
HSWA, employers have a duty to inspect and maintain work equipment. This is laid out in the
Lifting Operations and Lifting Equipment Regulations 1998
(LOLER) that a Telescopic Handler is identified as ‘Lifting Equipment’ and that a 12 month examination report is required (this is not to be mistaken for an Annual
Service).
